Am I really responsible for HVAC maintenance?

As soon as we moved into this apartment I noticed a problem with the HVAC system.

Every time it turns on it blows dust all over the house.

The HVAC vents are full of dust. I cleaned them but the dust is returning within hours. I changed the air filter too. The old air filter was filthy dirty. It looked like it hadn’t been changed in a year or more. However, even with a new air filter, there is still a lot of dust in the house. Of course that means that our ductwork is dirty. I am not surprised. After all, if the air filter wasn’t changed regularly then the entire HVAC system is probably well overdue for a good cleaning. I called up my landlord and requested that he send an HVAC company out to do the ductwork cleaning. He refused. He said that all house cleaning is my responsibility. I don’t see the ductwork as part of the regular house. It is not like I can clean out the ductwork myself. Even if it was my responsibility the ductwork was dirty when I moved in. I feel it should have been cleaned prior to me moving in. When I told my landlord that a dirty ductwork system could damage the HVAC system he said that I will be responsible for the HVAC system if it does break down due to my neglect. This isn’t right at all. I also don’t think it is legal. After all, I don’t own the building. The whole purpose of renting is so that you aren’t responsible for its upkeep.
